BACKGROUND In November 2000, California voters approved Proposition 36, the "Substance Abuse and Crime Prevention Act of 2000 (SACPA)." This measure marked major changes to state law so that non-violent adult offenders who use or possess illegal drugs receive treatment rather than incarceration or probation with treatment. The California Department of Alcohol and Drug Programs promulgated guiding principles for the implementation of Proposition 36 statewide (Jett, 2001).
